In China Standard Time, the launch is July 30 at 09:00. In North American evening zones it can still be July 29, which explains the Steam date without creating a contradiction.
Server availability and queue conditions can still affect first access even when the release time has passed.
Standard and Deluxe editions
The launch FAQ lists the Standard Edition at US$24.99 and Deluxe Edition at US$39.99. Regional pricing may differ, so verify the live Steam checkout for your account region.
An introductory 10 percent discount is scheduled for the official window. Compare edition contents on the current store page before purchasing because bundles can be updated.

There is no preload, so the 45 GB storage requirement and download time matter at launch.
